Requires the Department of Motor Vehicles to include an option on voter registration kiosk prompt screens that reads: "I'm already registered. Please do not edit or change my current registration."

Prohibits the department from providing any personal information to the Secretary of State for voting purposes if a person selects the opt-out option on the kiosk.

Defines "kiosk" as a freestanding Department of Motor Vehicles machine that allows people to conduct department transactions, including vehicle registrations.

Defines "prompt screen" as the initial slide asking whether a person wishes to register to vote, update voter registration information, or neither.
