Establishes a grant program administered by the Department of Forestry and Fire Protection in consultation with the Office of Emergency Services to provide funding to cities in very high fire hazard severity zones for emergency fire siren warning systems.

Authorizes grants to be used for installation, implementation, or refurbishment of emergency fire siren warning systems, which may include voice warning systems with location-based messaging capabilities.

Allows the department to establish cost-share requirements for the grant program and permits advance payments of up to 25% of the total grant award.

Requires the department to prioritize grant applications from cities on the "Fire Risk Reduction Community" list once developed.

Authorizes expenditure of $10,000,000 upon legislative appropriation for grants under this program.
