Allows the successor agency in the City of Hercules to become eligible for a "finding of completion" from the Department of Finance, despite missing the December 31, 2015 deadline to pay or enter into an installment plan for amounts owed from redevelopment agency dissolution

Requires the City of Hercules successor agency to have entered into an agreed-upon written installment payment plan with the Department of Finance and remain in compliance with that plan to qualify

Department of Finance approval is required before the City of Hercules successor agency can receive the finding of completion

Declares this special statute necessary due to the unique needs facing the City of Hercules in refinancing redevelopment obligations, as a general statute cannot address the situation
