Prohibits persons, businesses, or associations from purchasing or selling bromadiolone on the internet unless they are licensed or hold a permit to use or sell bromadiolone.

Exempts the prohibition from preempting or superseding any federal statute or the authority of any federal agency.

Creates a new crime, making violations subject to misdemeanor penalties including fines and imprisonment as specified in existing pesticide regulation law.

Establishes that no state reimbursement is required for costs related to the new crime definition, but requires reimbursement for any other state-mandated local program costs if determined by the Commission on State Mandates.
