Applies the prohibition specifically to American Legion Boys State, Boys Nation, Girls State, and Girls Nation conferences, which were previously exempt from sex discrimination provisions under the Sex Equity in Education Act.

Defines equal participation and facilities to include visiting the State Capitol, meeting with legislators or their staff, using state properties for temporary housing and classes, and attending events hosted by local or state agencies in Sacramento.

Establishes legislative findings that female secondary school pupils currently lack equal opportunities compared to male pupils in certain civic state conferences held in Sacramento.

Declares that civics education access is a fundamental right and that gender-based discrimination in these programs contributes to disenfranchisement and unequal representation.
