Requires the Strategic Growth Council to develop and implement a grant program for local governments to create community energy resilience plans that maintain reliable electricity supply during scheduled and unplanned outages.

Establishes a stakeholder review board including representatives from nongovernmental organizations, environmental justice groups, and local governments to provide statewide oversight of the grant program.

Prioritizes grant funding for critical facilities in low-income and disadvantaged communities in high fire threat districts most likely to experience electrical grid deenergization events.

Requires funded plans to identify critical facilities, areas at risk of electrical service loss, and include feasibility analyses with multiple project options such as distribution segmentation and microgrids.

Mandates local governments to submit completed plans and expenditure reports to the stakeholder review board within 6 months, with the board required to annually report program results to the Legislature.
