Requires the Department of Corrections and Rehabilitation to ask each person entering custody during initial intake to specify their gender identity (female, male, or nonbinary), whether they identify as transgender, nonbinary, or intersex, and their preferred gender pronoun and honorific in a private setting.

Prohibits disciplining incarcerated individuals for refusing to answer or providing incomplete information about gender identity and pronouns, and allows individuals to update this information at any time.

Requires department staff, contractors, and volunteers to consistently use the gender pronoun and honorific specified by each individual in all verbal and written communications.

Mandates that transgender, nonbinary, and intersex individuals be searched according to their gender identity or facility designation based on their preference, and be housed in correctional facilities designated for men or women based on their preference.

Requires the department to give serious consideration to individuals' perceptions of health and safety in housing and placement decisions, and prohibits denying search or housing preferences based on anatomy, sexual orientation, or factors present at the preferred facility type without written certification of specific security concerns from the Secretary.
