Office of Planning and Research shall develop the California Climate Change Assessment in coordination with the Natural Resources Agency, State Energy Resources Conservation and Development Commission, and Strategic Growth Council, with completion required no less frequently than every 5 years.

Assessment products must include downscaled climate projections for regional and local levels across near-term, medium-term, and long-term timescales under varied emissions scenarios, research reports on climate impacts to built, natural, and social systems, and decision-support tools for planners and policymakers.

Assessment shall address statewide significance issues including environmental justice, impacts on vulnerable communities, and unique risks to tribal communities, with regionally specific reports to inform local vulnerability assessments and adaptation planning.

Office of Planning and Research must engage with regional and local governments, tribes, vulnerable communities, businesses, and the public in determining assessment scope, and post all final products on a state internet website in accessible format.

Implementation is contingent upon legislative appropriation of funds through the annual Budget Act or other statute, though the Office may accept gifts and donations from public, nonprofit, or philanthropic sources.
