CA SB1321

Amends the definition of "electric vehicle grid integration" in Public Utilities Code Section 740.16 to include offering "reliability and ancillary services" rather than just "reliability services" as a means of providing net benefits to ratepayers.

Requires the Public Utilities Commission to establish strategies and quantifiable metrics by December 31, 2020 to maximize feasible and cost-effective electric vehicle grid integration by January 1, 2030.

Mandates local publicly owned electric utilities serving over 700 gigawatthours of annual electrical demand to consider establishing electric vehicle grid integration strategies in their integrated resource plan updates adopted after January 1, 2020.

Requires community choice aggregators and electrical corporations to annually report to the commission on how their programs, rates, and investments in transportation electrification further established electric vehicle grid integration strategies.

Exempts the state from reimbursing local agencies for costs related to this mandate as authorized under California Constitution Article XIII B, Section 6.
