Requires the Department of Resources Recycling and Recovery to adopt regulations by January 1, 2022 establishing a loan, grant, and incentive payment program to improve California's recycling and composting infrastructure.

Creates the California Recycling and Composting Infrastructure Fund in the State Treasury to provide funding for the program upon appropriation.

Program goals include reducing costs for local governments and ratepayers to recycle and compost waste, developing long-term incentives for mechanical recycling and composting infrastructure, and supporting increased use of recycled materials in production.

Aims to increase composting of food scraps, yard trimmings, and organic waste while mitigating plastic pollution and its environmental impacts on California communities.

Responds to China's 2018 National Sword policy that restricted imports of recyclable materials, which disrupted California's recycling markets and shifted costs to local governments and residents.
