Establishes the High School Graduation Requirements Task Force with 17 members appointed by the Governor, Senate Rules Committee, Assembly Speaker, and education leaders to holistically review statewide high school graduation requirements.

Directs the task force to consider whether existing subject area requirements should be reduced, expanded, combined, or separated; whether new subject areas should be added; and whether charter schools should be expressly subject to statewide requirements.

Requires the task force to hold at least four public meetings annually at geographically diverse sites across California and solicit input from educators, administrators, parents, and other stakeholders.

Mandates an interim report to the Legislature on or before January 1, 2022, and a final report with findings and recommendations on or before January 1, 2023.

Task force terminates and this section is repealed on January 1, 2027; members serve without compensation but may be reimbursed for travel and meal expenses.
