Eliminates the prohibition that prevented contractors who perform inspections of exterior elevated elements (decks, balconies, etc.) in buildings with 3+ multifamily units from bidding on the subsequent repair work.

Requires inspections to be completed by January 1, 2025, and every six years thereafter for buildings with load-bearing exterior elevated elements.

Inspections must be performed by licensed architects, engineers, contractors with specified qualifications, or certified building inspectors—not by structural pest control contractors.

Owners must complete repairs within 120 days of permit approval, with civil penalties of $100-$500 per day assessed if repairs are not completed within 180 days (unless extended by local enforcement agency).

Provides that local agencies may recover enforcement costs and establishes building safety liens to enforce compliance with repair requirements.
