Allows parents to receive CalWORKs aid payments (in addition to services) for up to 180 consecutive days after their child is placed in out-of-home care, if the family was receiving aid when the child was removed and reunification services are deemed necessary by the county.

Changes existing law that previously allowed these parents to receive only services, not aid payments, under the same conditions.

Makes the aid payment provision operative only upon appropriation of funds by the Legislature in the annual Budget Act or another statute.

Excludes this bill from the continuous appropriation otherwise made to counties under the CalWORKs program through Section 15200 of the Welfare and Institutions Code.

Requires the Department to revise the state Temporary Assistance for Needy Families plan to implement these changes and incorporate good cause exception provisions for reunifications occurring after 180 days.
