Prohibits the University of California from canceling or deeming employees, dependents, or other persons ineligible for health insurance coverage during or in relation to a labor dispute, effective January 1, 2020.

Prohibits the University of California from withholding payment of its share of health insurance premiums or failing to collect employer contributions from affiliated employers during labor disputes.

Prohibits the University of California from taking any action that would increase the number of employees dependent on Medi-Cal for health care coverage during labor disputes.

Prohibits threats to take any of the prohibited health insurance actions listed above during labor disputes.

Declares the stability of medical and health care benefit coverage for UC employees and retirees to be a matter of statewide concern, given UC's status as one of the largest employers and health care delivery systems in California.
