Requires the Department of General Services to establish a recycling program for lithium ion batteries in zero-emission vehicles purchased for the state fleet, beginning with implementation of existing vehicle purchase requirements.

Mandates recovery of critical materials including lithium, nickel, and cobalt from rechargeable batteries with a minimum recovery rate of 80 percent for all materials.

Requires the recycling program to facilitate markets for recovered critical materials and use commercially proven, currently operating resource recovery technology.

Applies these recycling requirements to both heavy-duty vehicles (19,000+ pounds gross vehicle weight rating) and light-duty vehicles in the state fleet.
