Requires public animal shelters, SPCA shelters, and humane societies offering limited veterinary services to register as "limited veterinary services premises" with the Veterinary Medical Board, including a licensee manager or licensed veterinarian of record.

Mandates shelters maintain records of veterinary care provided and obligates officers to refer injured animals to veterinarians when necessary or as required by law, ensuring the exemptions do not eliminate required veterinary care.

Sets the registration fee for limited veterinary premises at up to $400 annually and applies existing premises regulations (sanitation, safety, record-keeping) to registered shelters.

Prohibits unlicensed entities from practicing veterinary medicine, surgery, or dentistry beyond the defined limited veterinary services scope.
