CA SB1352

Establishes a renewable gas procurement program requiring each gas corporation to procure renewable gas so that at least 20 percent of total gas delivered to core customers in California is renewable gas by January 1, 2030.

Defines "renewable gas" to include biomethane, gas from biomass conversion, green electrolytic hydrogen, gas from eligible renewable energy resources, and other forms determined by the Public Utilities Commission in consultation with the State Air Resources Board.

Requires the Public Utilities Commission to ensure the renewable gas procurement program is cost-effective for achieving California's climate and clean energy goals, including short-lived climate pollutant emission reductions and greenhouse gas reductions.

Specifies that renewable gas must either be delivered through a dedicated pipeline to California or meet requirements for delivery through common carrier gas pipelines, including demonstrated environmental benefits to California.

Directs the commission to consider potential for using excess or off-grid electricity from renewable energy resources to generate renewable gas and decarbonize the gas system.
