Adds a requirement that local publicly owned electric utilities must have 10,000 or more customers to qualify for renewable energy procurement target adjustments under Section 399.33 of the Public Utilities Code.

Allows qualifying utilities with gas-fired powerplants operating below 20% capacity to adjust renewable energy procurement targets by the difference between actual generation and what 20% capacity would have produced.

Requires the utility to have first met existing renewable energy procurement requirements, attempted to sell the powerplant or its generation, and demonstrate the low capacity resulted from additional renewable energy procurement.

Mandates that utilities intending to use this adjustment authority notify the California Energy Commission by April 1, 2019, and obtain Energy Commission approval.

Limits the authorization to apply only until the end of the calendar year in which the powerplant's original bonded indebtedness expires.
