State Air Resources Board must adopt a comprehensive strategy by July 1, 2021 to achieve carbon neutrality in California by December 31, 2045.

Strategy must define carbon neutrality, develop accounting mechanisms for carbon dioxide removal through natural and working lands sequestration, and establish numeric goals for emissions reductions across sectors.

State Air Resources Board must conduct at least three public workshops in consultation with the Natural Resources Agency and incorporate peer-reviewed data before adopting the strategy.

Strategy must be updated at least every five years to track progress toward carbon neutrality and reflect the best available scientific evidence.

State Air Resources Board must deliver the strategy and updates to appropriate legislative committees and make recommendations for additional statutory authority needed to achieve carbon neutrality goals.
