State Air Resources Board must provide regions with greenhouse gas emission reduction targets for 2045 and 2050 (by December 31, 2022) and vehicle miles traveled reduction targets for 2035, 2045, and 2050 (by December 31, 2022), with draft targets released by September 30, 2022.

Metropolitan planning organizations must work with the state board until it approves or rejects the accuracy of technical methodology used to estimate greenhouse gas emissions and vehicle miles traveled reductions (changed from encouraged to required).

Metropolitan planning organizations must submit draft sustainable communities strategies, monitoring mechanisms, forecasted development patterns, and transportation measures to the state board at least 60 days before adoption.

Each city, county, or city and county must biennially report to its metropolitan planning organization on implementation of strategies in the sustainable communities strategy or alternative planning strategy, with specific metrics including housing units constructed near transit stops.

State board review period for submitted sustainable communities strategies increased from 60 days to 120 days, and strategies must be submitted within 60 days of adoption.
