Requires the Los Angeles County Metropolitan Transportation Authority or another authorized public agency to include 11 specified stations as part of an initial operating segment if constructing a light rail project within the West Santa Ana Branch Transit Corridor right-of-way.

Mandates the following stations be included: Union Station, Slauson Station, Pacific/Randolph Station, Florence/Salt Lake Station, Firestone Station, Gardendale Station, I-105/Green Line Station, Paramount/Rosecrans Station, Bellflower Station, and Pioneer Station.

Makes Rio Hondo Confluence Station a required station only if the authority or entity determines it to be feasible.

Applies to the Los Angeles County Metropolitan Transportation Authority, joint powers authorities formed under Government Code Section 6500 et seq., or any other public agency authorized to construct the light rail project.
