Extends direct contractor liability for construction contracts entered into on or after January 1, 2021 to include penalties, liquidated damages, and interest in addition to unpaid wages and fringe benefits.

Makes direct contractors liable for failure to obtain valid workers' compensation coverage for contracts entered into on or after January 1, 2021.

Authorizes the Employment Development Department to enforce against direct contractors for subcontractor failures to report and pay required employer contributions and personal income tax withholding under the Unemployment Insurance Code for contracts entered into on or after January 1, 2021.

Exempts work performed under construction contracts from piece-rate compensation requirements, effective January 1, 2021.

Allows third parties owed fringe benefits and joint labor-management cooperation committees to bring civil actions against direct contractors for penalties, liquidated damages, and interest for unpaid fringe benefit payments by subcontractors for contracts entered into on or after January 1, 2021.
