CA SB137

Authorizes the Department of Transportation to exchange nonfederal State Highway Account funds for federal local assistance funds on a dollar-for-dollar basis received by cities, counties, or city and counties.

Defines "federal local assistance funds" as Highway Safety Improvement Program apportionments (excluding railway-highway crossings) and federal funds apportioned for local bridge projects.

Limits total federal funds exchanged to $100,000,000 per federal fiscal year and requires exchanges to meet national transportation goals and performance management measures.

Requires exchanges not to jeopardize other transportation activities or projects and ensures the state can obligate all received federal funds during the current federal fiscal year.

Mandates the Department of Transportation consult with the League of California Cities and the California State Association of Counties on implementation.
