Amends signage requirements at California border plant quarantine inspection stations to notify residents that California law prohibits bringing certain firearms into the state and directs them to visit oag.ca.gov/firearms for more information.

Expands the crime of acquiring firearms with intent to evade transfer requirements to include firearms brought into California from outside the state, in addition to those acquired within the state.

Allows violations of illegal firearm transfer laws to be prosecuted as felonies when they involve centerfire semiautomatic rifles, in addition to existing felony provisions for handguns.

Adds centerfire semiautomatic rifles to existing laws that penalize illegal transfers to minors and violations of dealer transaction requirements, subjecting these offenses to the same enhanced penalties previously applied only to handguns.

Specifies that no state reimbursement is required for local agencies or school districts because costs stem only from creating, eliminating, or changing penalties for crimes or changing crime definitions.
