Expands existing exemptions from motor vehicle pollution control device requirements to include emergency vehicles used by community colleges, police academies, fire academies, and emergency medical technician or paramedic training programs.

Limits the exemption to vehicles used solely for preservice or in-service training of police, fire, EMS, or other emergency response personnel.

Maintains existing exemptions for publicly owned emergency vehicles operated by peace officers, fire departments, and emergency medical technician-paramedics.

Amends Section 27156.2 of the Vehicle Code to add the new training facility exemptions.
