Requires plaintiffs and petitioners in California Environmental Quality Act (CEQA) lawsuits to disclose the identity of anyone who contributes $1,000 or more toward the costs of the action or proceeding.

Mandates disclosure of any pecuniary or business interests that contributors have related to the proposed project being challenged.

Allows courts to withhold public disclosure of contributor information if the court finds that keeping the information confidential clearly outweighs the public interest in disclosure.

Permits courts to dismiss an action or proceeding if plaintiffs or petitioners fail to comply with disclosure requirements.

Authorizes courts to use the disclosed financial information when determining whether to award attorney's fees in CEQA enforcement actions.
