Exempts Santa Monica Mountains Conservancy from Property Acquisition Law for purchases initiated after January 1, 2021 to resolve encroachments on its property, unless the value exceeds $500,000 per lot or parcel (adjusted annually for inflation).

Requires conservancy executive director to provide written notice to adjacent landowners and relevant city council or county board of supervisors at least 45 days before acquiring property or property interests to address encroachments.

Mandates conservancy hold a noticed public hearing on proposed acquisitions if an adjacent landowner or local government body objects before the conservancy votes to proceed.

Requires independent third-party appraisal to determine the value of any real property or interest being acquired under these encroachment resolution provisions.

Allows conservancy to request State Public Works Board review and approval of specific acquisitions and preserves conservancy's eminent domain authority.
