Creates the Montclair to Ontario Airport Construction Authority to award and oversee design and construction contracts for extending the Metro Gold Line light rail from Montclair to Ontario International Airport.

Establishes a governing board with 7 voting members appointed by the cities of Montclair, Ontario, Rancho Cucamonga, Upland, and by LACMTA, OIAA, and SBCTA, plus one nonvoting member appointed by the Governor.

Requires SBCTA to transfer unencumbered local funds, Measure I funds, and state/federal allocations to the authority for project completion and grants authority power to acquire property, incur debt, and contract for planning and construction services.

Mandates the authority design the project per LACMTA standards, enter into a memorandum of understanding with LACMTA for review of significant scope changes, and coordinate with the Foothill Gold Line Construction Authority in Montclair and OIAA in Ontario.

Requires LACMTA to assume operational responsibility for completed project phases with SBCTA reimbursing LACMTA for operating costs, and dissolves the authority upon project completion.
