Prohibits malicious communications threatening deadly harm on a school campus or at school-sponsored events, regardless of intent to carry out the threat, enforceable by telephone, electronic device, social media, or other means.

Establishes penalties of imprisonment in county jail for up to one year or state prison pursuant to Penal Code Section 1170(h) for violators.

Requires minors adjudicated under this section to be placed on probation, perform community service, and participate in court-ordered mental health counseling at the minor's or parent/guardian's expense.

Makes parents or guardians of minors liable for counseling expenses and any civil liability resulting from violations by their children.

Declares no state reimbursement required for local agencies or school districts implementing this provision.
