Authorizes school districts to require active parental consent ("opt-in") with a signature for any sexual health education and HIV prevention education provided to pupils in grades below grade 7

Maintains passive consent ("opt-out") process for comprehensive sexual health education and HIV prevention education for pupils in grades 7 to 12, prohibiting school districts from requiring opt-in consent for these grades

Requires school districts offering sexual health education before grade 7 to comply with opt-in consent requirements and provide age-appropriate and medically accurate information on selected topics from the comprehensive curriculum

Amends notification requirements to inform parents or guardians that their signature is required for their child to receive sexual health education in grades below 7, or alternatively that they may opt-out in grades 7-12

Makes conforming changes to Education Code sections 51934 and 51938 regarding parental consent procedures and district notification obligations
