Establishes the CalServe Higher Education Grant Program, administered by the Student Aid Commission, to award annual grants covering mandatory systemwide tuition and fees not covered by other federal, state, or institutional aid, beginning with the 2023-24 academic year.

Creates the CalServe Higher Education Grant Program Fund in the State Treasury to receive all appropriated moneys for the program, which the Legislature must appropriate to the Student Aid Commission.

Requires eligible grant recipients to have completed two years of full-time service as a CalServe corps member, enroll in at least 12 credits per semester and 30 credits per academic year, and meet Cal Grant residency requirements.

Reestablishes CaliforniaVolunteers as a state agency renamed CalServe, no longer housed in the Governor's office, with an appointed Executive Director, Deputy Director, and staff serving at the Governor's pleasure.

Continues the Board of Commissioners under a new name, the CalServe Commission, to meet federal National and Community Service Trust Act requirements and perform duties related to state volunteer service and community engagement.
