Amends Public Utilities Code Section 2790 to require electrical and gas corporations to provide home weatherization services to low-income customers when the Public Utilities Commission determines significant need exists in their service territory.

Defines "low-income customers" as persons and families meeting income limits established by the Department of Housing and Community Development under Health and Safety Code Section 50093.

Specifies weatherization measures may include attic insulation, caulking, weatherstripping, low-flow showerheads, water heater blankets, door repairs, energy-efficient appliances, and energy management technology.

Requires utilities to provide as many feasible weatherization measures as possible to eligible low-income dwelling units, considering cost-effectiveness and reducing energy-related hardships.

Declares no state reimbursement is required for this mandate because costs stem from creating new criminal penalties for violations of Public Utilities Commission orders.
