Requires the California Department of Public Health to develop written informational materials identifying federal resources on vaccine warnings, injuries, and deaths, including the Vaccine Adverse Event Reporting System and the National Vaccine Injury Compensation Program.

Mandates physicians and surgeons provide these materials to a child's parent or guardian before or at the appointment when a vaccine is to be administered.

Requires the Department of Public Health to maintain conspicuous links on its website to the Vaccine Adverse Event Reporting System and the National Vaccine Injury Compensation Program.

Specifies that providing notice under this section does not create any duty of care or legal obligation beyond the duty to distribute the informational materials.
