Establishes tolling authority to operate tolling infrastructure and collect tolls on the Sonoma Creek Bridge and a segment of State Route 37 between Route 121 in Sonoma County and Walnut Avenue in Solano County.

Authorizes the authority to issue revenue bonds secured by toll revenues to fund near-term and long-term improvements for roadway mobility, safety, and resilience to sea level rise and flooding.

Requires the authority to update and approve an annual expenditure plan for toll and bond revenues, with administrative costs capped at 3 percent of toll revenues.

Mandates the authority develop and implement an equity program to reduce toll impacts on low-income drivers, with toll rate reviews at least biennially.

Establishes that toll collection shall cease following full repayment of toll bridge revenue bonds and other costs, unless extended by a two-thirds vote of the authority.
