Amends Penal Code Section 241 to make assault of a utility worker engaged in performance of their duties punishable by a fine not exceeding $2,000, or imprisonment in county jail not exceeding 6 months, or both, if the person committing the assault knows or reasonably should know the victim is a utility worker.

Amends Penal Code Section 243 to make battery of a utility worker engaged in performance of their duties punishable by a fine not exceeding $3,000, or imprisonment in county jail not exceeding 6 months, or both, when an injury is inflicted and the person knows or reasonably should know the victim is a utility worker.

Defines "utility worker" as a person employed by or contracting with an investor-owned or publicly owned water, electrical, or gas corporation or electric cooperative who performs construction, alteration, demolition, installation, maintenance, or repair of water, electrical, or gas infrastructure.

Provides that no state reimbursement is required under Article XIII B of the California Constitution because the bill creates new crimes and changes penalties within existing statutory framework.
