Allows schools participating in federal universal school meal provisions to establish a base year for funding calculations by either determining eligibility in that year or carrying over the number of eligible pupils from the year the school applied to use a federal universal meal provision.

Establishes supplemental state reimbursement for school districts, county superintendents, and charter schools participating in the Community Eligibility Provision at high poverty schools, effective July 1, 2021.

Defines "high poverty school" as one that cannot qualify for the federal free reimbursement rate on at least 80 percent of reimbursable meals served based on identified student percentage.

Calculates supplemental state reimbursement as the difference between hypothetical reimbursement at 80 percent free and 20 percent paid rates versus actual federal reimbursement received.

Requires supplemental reimbursement to be provided upon legislative appropriation, in addition to existing state meal reimbursement payments.
