Creates the California Labor Injustice Mitigation and Adjustment (CLIMA) Act Initiative to provide workforce services to individuals facing employment barriers due to water restrictions under the Sustainable Groundwater Management Act.

Establishes the CLIMA Account within the Breaking Barriers to Employment Initiative Fund to support eligible grant activities upon legislative appropriation.

Authorizes the California Workforce Development Board to award grants to local workforce boards and nonprofit entities for providing outreach, skills assessments, career counseling, training, and supportive services to eligible populations in water-impacted areas.

Requires local workforce development boards to consider the economic impact of the Sustainable Groundwater Management Act and water restrictions when developing local plans adopted on or after January 1, 2022, and to identify groups whose employment could be eliminated by water supply limitations.

Eligible grant activities include English language training, basic skills education, vocational training, industry certifications, preapprenticeship programs, work experience, stipends, wage subsidies, and job search allowances.
