Deletes the exemption from recordkeeping requirements for public entities (other than state agencies) that are members of or created by joint powers agreements, making them subject to injury prevention program recordkeeping standards.

Requires workers' compensation insurers to review injury and illness prevention programs (IIPP) for insureds with an experience modification rate of 2.0 or greater within six months of policy commencement and prepare detailed written reports on findings and recommended changes.

Specifies that IIPP reviewers must be or work under the direction of a licensed California professional engineer, certified safety professional, or certified industrial hygienist.

Maintains existing requirements for employers to establish, implement, and maintain effective injury prevention programs covering identification of responsible persons, hazard evaluation, corrective procedures, employee training, and communication systems.
