Exempts electric mobility manufacturers from vehicle leasing laws and allows them to offer electric vehicles to consumers through membership agreements in exchange for membership fees or initiation fees.

Requires electric mobility manufacturers to hold both a valid vehicle manufacturer license and a new electric mobility manufacturer permit issued by the Department of Motor Vehicles within 120 days of application.

Establishes consumer protections including mandatory membership agreement disclosures, insurance requirements, limits on consumer liability for vehicle damage, and restrictions on personal information disclosure and vehicle tracking technology.

Prohibits use of starter interrupt technology to disable vehicles unless the manufacturer provides written notice, a 5-10 day warning, a final 48-hour warning, and the ability to start the vehicle for at least 24 hours in emergencies.

Establishes misdemeanor penalties up to $2,000 for violations and authorizes the Department of Motor Vehicles to suspend or revoke permits and impose administrative fines up to $10,000 per violation.
