Requires agencies receiving child abuse or neglect reports to have an investigator contact the reporting person within 24 hours, except when the reporter elected anonymity under existing law.

Mandates that an investigator visit the child who is the subject of the report in person within 48 hours to assess whether the child needs to be removed from the home during the investigation.

Requires investigators to document their contact, visits, and initial observations related to the report.

Establishes that any increased costs beyond those already mandated by 2011 Realignment Legislation will only apply if the state provides annual funding for those costs.
