Requires electrical corporations to include in their annual wildfire mitigation plans a description of how they will develop sufficient numbers of experienced personnel to complete vegetation management, system hardening, and grid modernization work.

Specifies that electrical corporations should seek to develop their workforce to include current and former California Conservation Corps members, current and former community conservation corps members, and formerly incarcerated conservation crew members.

Removes previous language requiring diversity in both electrical corporation and contractor workforces, narrowing the requirement to focus on personnel sufficiency for completing planned work.

Wildfire mitigation plans must be submitted annually to the Wildfire Safety Division and cover at least a three-year period, with comprehensive plans submitted at least once every three years.

Declares that no state reimbursement is required because any costs incurred by local agencies result from creating a new crime, consistent with Section 17556 of the Government Code.
