Exempts persons convicted of oral copulation, sodomy, or penetration offenses (Penal Code sections 286(b), 287(b), 289(h)-(i)) from mandatory sex offender registration if they are not more than 10 years older than the minor and the conviction is their only registerable offense.

Creates a tiered sex offender registration system effective January 1, 2021, with tier one (10 years), tier two (20 years), and tier three (lifetime) registration periods based on offense type and offender characteristics.

Allows courts to order registration for offenses not otherwise requiring it if the court finds the person committed the offense due to sexual compulsion or for sexual gratification, with the court required to state reasons on the record.

For court-ordered discretionary registrations under Section 290.006, defaults persons to tier one status unless the court finds tier two or three registration is appropriate and states reasons on the record.

Requires courts considering tier elevation for discretionary registrations to evaluate the nature of the offense, victim characteristics, criminal history, prior sexual offenses, and risk assessment scores.
