Exempts candidates for county nonpartisan offices from the majority vote requirement at primary elections, instead requiring the top two vote-getters to advance to the general election.

Requires elections for county offices determined by plurality vote with no runoff to be consolidated with the November statewide general election rather than the statewide primary election.

Mandates that county offices currently consolidated with the statewide primary election as of January 1, 2021 be moved to the November general election instead.

Extends the terms of incumbent officers as needed until successors take office following the new election dates.

Exemptions apply to charter counties but not to charter cities or charter cities and counties; imposes state-mandated local program requiring reimbursement under Government Code provisions.
