Requires the Public Utilities Commission to establish resource adequacy requirements for electrical corporations, community choice aggregators, and electric service providers in consultation with the Independent System Operator.

Adds a new objective to the resource adequacy program: optimally integrate renewable energy resources in a cost-effective manner, consistent with Section 454.51.

Directs the Commission to ensure resource adequacy requirements facilitate development of new capacity, maintain demand response products, equitably allocate costs, and maximize community choice aggregators' ability to determine generation resources.

Requires each load-serving entity to maintain physical generating capacity and demand response adequate to meet load requirements including peak demand and planning/operating reserves, deliverable as needed for system reliability and flexibility.

States legislative intent to ensure sufficient least-cost, best-fit energy resources are procured equitably for all customers to meet near- and long-term needs and resolve resource gaps from unbalanced energy portfolios.
