Amends Section 118 of the Streets and Highways Code regarding the Department of Transportation's sale of excess state highway property.

Makes nonsubstantive changes to existing law that authorizes the department to sell or exchange real property no longer needed for highway purposes, as established by the California Transportation Commission.

Changes the word "utilized" to "used" in provisions regarding low- and moderate-income housing financing.

Clarifies that covenants or restrictions on affordable housing sales run with the land and are enforceable against original purchasers and successors in interest, notwithstanding any other provision of law.
