Delegation purpose is to accelerate project delivery timelines for the identified transit projects, supporting Metro's Twenty-Eight by '28 Initiative to deliver 28 critical transportation projects by 2028.

Maintains the State of California's consent to federal court jurisdiction and does not affect the Department of Transportation's obligation to comply with state and federal law.

Makes legislative findings that a special statute is necessary for Los Angeles County due to the unique need to accelerate transit project delivery.
