Amends Section 483 of the Streets and Highways Code to authorize the California Transportation Commission to relinquish State Route 183 to the City of Salinas upon mutual agreement with the California Department of Transportation.

Relinquishment of Route 183 is contingent on the Commission determining it is in the best interests of the state and requires both the department and city to enter into an agreement.

Relinquishment becomes effective the day after the county recorder records the Commission's relinquishment resolution.

Upon relinquishment, the portion of Route 183 within Salinas ceases to be a state highway and becomes ineligible for future adoption into the state highway system.
