Temporarily authorizes metropolitan planning organizations to conduct informational meetings, public engagement gatherings, and public hearings for sustainable communities strategies by electronic means with call-in telephonic options through January 1, 2023, provided meetings are not required under the Ralph M. Brown Act.

Recharacterizes workshops as "public engagement gatherings" in the public participation plan requirements for sustainable communities strategies until January 1, 2023.

Creates a sunset provision effective January 1, 2023, when the current amended section expires and a new permanent section takes effect with standard in-person meeting requirements restored.

Maintains all existing requirements for regional transportation planning agencies to prepare sustainable communities strategies that achieve greenhouse gas emission reduction targets established by the State Air Resources Board for 2020 and 2035.

Preserves special provisions for San Diego Association of Governments regarding its regional transportation plan update deadline of December 31, 2021, and restrictions on Solutions for Congested Corridors Program project nominations until that date.
