Repeals Section 7303.2 of the Business and Professions Code, which required the State Board of Barbering and Cosmetology to conduct reviews and report findings by November 1, 2018 (an obsolete requirement).

Amends Section 7320 to explicitly prohibit licensees under the Barbering and Cosmetology Act from performing or offering to perform medical or surgical procedures unless separately authorized and licensed under another provision of law.

Maintains existing language that the Barbering and Cosmetology Act confers no authority to practice medicine or surgery.
