SB 1473 - Local Government Omnibus Act of 2020

• Exempts subdivisions limited to industrial or commercial uses (including apartment complexes) from certain real estate filing requirements while clarifying this does not affect determinations of five or more lots for other purposes.

• Extends the California Seed Law subvention program sunset dates from July 1, 2020/January 1, 2024 to July 1, 2024/January 1, 2028, continuing $120,000 annual county funding for enforcement costs.

• Authorizes local agencies to accept electronic submission of claims and notices under the Government Claims Act if authorized by ordinance or resolution, and permits electronic service of related notices and responses.

• Extends the State Board of Equalization's property assessment survey requirements through January 1, 2026, requiring surveys of qualified counties over a nine-year period commencing January 1, 2016.

• Grants the County of Los Angeles Board of Supervisors temporary delegation authority (until January 1, 2030) to the director of public works and county road commissioner for adopting plans and specifications on specified public construction projects exceeding standard dollar limits.

• Modifies welfare property tax exemptions for community land trusts, Mello-Roos special tax provisions, and the Permit Streamlining Act's fee disclosure requirements for housing development projects.
